Volume tiers could reduce this, but nobody can tell you by how much. Tiers apply to utility and authentication — ₹460.00 of the above — at 5%, 10% or 15% below list rate, so that portion could land between ₹391.00 and ₹437.00. Meta does not publish the message-count thresholds, so any calculator showing you an exact tiered price is inventing them. Budget at list rate and treat a tier as upside.
Excludes volume tier discounts, Meta Business Agent messages (billed per token rather than per message), taxes, and any platform or seat fee your provider charges on top of per-message rates. Rates are Meta’s published INR card effective 1 October 2026. An estimate, not a quotation.
What changed on 1 October 2026
Meta began charging for two things that had been free, in a changelog entry titled “Charging for messages that were previously free”. Most pricing pages and vendor quotes still describe the older model, so this is currently the easiest way to tell whether a quote is current.
- Service messages are no longer free. They had been since 1 November 2024. Each business phone number now gets 1,000 delivered service messages free per month; from the 1,001st they are charged. The allowance resets monthly and does not roll over.
- Utility templates inside the customer service window are no longer free. That exemption ran from 1 July 2025 and has ended. An order update now costs the same whether it lands seconds after a purchase or two days later.
- Volume tiers apply to utility and authentication, not to authentication alone. Marketing is never tiered.
- There are five billable categories, not three. Marketing, utility and authentication are templates; service and Meta Business Agent are not.
The customer service window still matters, but it now governs permission rather than price: it is what lets you send a free-form reply at all instead of a template. It no longer makes that reply free.
Our WhatsApp Business API pricing and setup guide explains the billing model and the setup decisions in full, with every claim cited to Meta’s documentation.
How the calculator works it out
Four rules decide a WhatsApp bill, and three of them are routinely missed by quotes built from a per-message rate alone.
- Meta charges on delivery, not on send. Ten thousand messages at a 94% delivery rate are billed as 9,400.
- The service allowance is per phone number. The same 3,000 replies cost nothing across three numbers and ₹230.00 on one. The calculator assumes replies are spread evenly.
- Free Entry Point messages are free in every category except Meta Business Agent, for up to seven days.
- Volume tiers cannot be computed. They exist, at 5%, 10% or 15% below list rate on utility and authentication, but Meta does not publish the thresholds. The calculator shows the range and leaves it out of the total.
Rates carry four decimal places and every intermediate figure stays at full precision; only the displayed total is rounded. At a rate of ₹0.115, rounding each message would overstate a 100,000-message month by around a thousand rupees.
What this does not tell you
A calculator that claims to produce your final invoice is overselling. Four things sit outside it.
- Volume tier discounts. Real, but uncomputable without published thresholds.
- Meta Business Agent messages. Priced per token rather than per message, at one global rate, so they cannot be converted to a per-message figure.
- Your provider’s margin. Most Indian businesses buy through a solution provider who adds a per-message markup or a platform fee. We do not publish other companies’ pricing, so the calculator takes your own figure if you know it.
- Taxes. Shown before tax throughout.
Common questions
How much does WhatsApp Business API cost in India?
Meta charges per delivered message, and the rate depends on the category. For India, the published list rates effective 1 October 2026 are ₹0.8631 per marketing message and ₹0.115 per utility, authentication or service message. Marketing is roughly seven and a half times the rate of the other categories, which is why the mix of what you send matters more than the headline rate.
Are WhatsApp service messages still free?
No. Service messages were free from 1 November 2024, but Meta began charging for them on 1 October 2026. Each business phone number now gets 1,000 delivered service messages free per month; from the 1,001st, they are charged at the service rate. The allowance resets monthly and does not roll over.
Are utility templates free inside the customer service window?
They were, from 1 July 2025, but not any more. Meta ended that exemption on 1 October 2026 in a changelog entry titled “Charging for messages that were previously free”. A utility template now costs the same whether it is delivered seconds after a purchase or two days later.
What are WhatsApp volume tiers, and can I calculate my tiered price?
Volume tiers give discounts of 5%, 10% or 15% below list rate on utility and authentication messages, assessed across your whole business portfolio and reset monthly. You cannot calculate your tiered price, because Meta does not publish the message-count thresholds — its documentation states that tiers are determined solely by Meta. Any calculator that shows you an exact tiered figure has invented the thresholds. Budget at list rate and treat a tier as upside.
Does Meta charge for messages that are sent but not delivered?
No. Meta charges on delivery, not on send. A campaign of 10,000 messages with a 94% delivery rate is billed for 9,400. This is why a quote built from send volume rather than delivered volume will overstate your cost.
What is the Free Entry Point window and how long does it last?
It opens when a customer messages you through an ad that clicks to WhatsApp on the Android or iOS app — desktop and web do not qualify — and you reply inside the customer service window. It can remain open for up to seven days, and marketing, utility, authentication and service messages are all free inside it. Meta Business Agent messages are still charged.
How many message categories does WhatsApp bill for?
Five. Three are template messages — marketing, utility and authentication. Two are not: service messages, which are your ordinary free-form replies, and Meta Business Agent messages, which are priced per token rather than per message at one global rate.
Is this calculator the price I will actually pay?
It is what Meta charges, which is usually not the whole bill. Most businesses in India buy through a solution provider who adds a margin per message or a platform fee on top of Meta's rates. You can enter your own provider's markup in the calculator. The figures here also exclude taxes and volume tier discounts.

If the numbers work
We set this up end to end — number provisioning, permanent tokens, webhooks and template sets — as WhatsApp Business API integration. Where the goal is campaign sending and customer journeys rather than platform integration, that sits under WhatsApp marketing automation. If replies need to route into a CRM rather than an inbox, the connective work is business automation and API integration.
